Preheat the oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish and set aside.
In a large skillet over medium heat, cook the ground beef until browned, breaking it up into small pieces as it cooks. Add the chopped onion and minced garlic, cooking for 3-5 minutes until the onion is soft and fragrant. Drain any excess grease.
In a medium mixing bowl, combine the cream of mushroom soup, sour cream, milk, Worcestershire sauce, salt, pepper, and paprika. Mix well until smooth.
Pour the sauce mixture into the skillet with the cooked ground beef. Stir until the beef is evenly coated.
Spread the beef mixture evenly into the prepared baking dish. Sprinkle 1/2 cup of shredded cheddar cheese over the beef layer. Arrange the frozen tater tots in a single layer on top of the cheese.
Bake in the preheated oven for 30-35 minutes, or until the tater tots are golden and crispy.
Sprinkle the remaining 1/2 cup of cheddar cheese over the top of the tater tots. Bake for an additional 5 minutes, or until the cheese is melted and bubbly.
Remove the casserole from the oven and let it cool for 5 minutes. Garnish with chopped parsley if desired, and serve hot.
